William E. “Bill” Carter, 79, of New London, died Friday, September 22, 2017 at his home. The memorial service for Mr. Carter will be held at 10:30 AM, Friday, September 29th at Elliott Chapel, New London. Visitation will begin at noon Thursday at the chapel with the family receiving friends from 5 – 7 PM. According to his wishes, his body has been cremated. Burial will be at a later date. Memorials have been established for New London Christian Church and Black and Gold Backers.
